LA RIFORMA DELLA PAC E' MERO GREENWASHING.
PRENDIAMO LE DISTANZE DAI COMPROMESSI AL RIBASSO DI PPE-SD-RENEW.

Il Parlamento europeo ha dato il peggio di sè sul voto sulla riforma della Politica Agricola Comune (PAC) che, temiamo, si sia trasformata in un’operazione di mero greenwashing.
I compromessi al ribasso raggiunti sul testo dai maggiori gruppi politici (PPE, S&D e RENEW) pregiudicano fortemente la possibilità che la nuova PAC possa contribuire al raggiungimento degli obiettivi climatici, ambientali, di protezione della natura e sociali che l’Europa si è data con il Green Deal europeo, come addirittura sottolineato dallo stesso Commissario all’agricoltura Wojciechowski.
Inoltre il processo di stesura dei compromessi e di votazione durante questa plenaria è stato gestito in maniera opaca e con forzature gravi e intollerabili su un voto che impatterà la vita di milioni di cittadini e che vale circa un terzo del bilancio UE.
Ci siamo opposti ai compromessi al ribasso negoziati da PPE SD e Renew.
Ci siamo rifiutati di sostenere un testo debole e annacquato, che mantiene molte storture della PAC attuale, come le sovvenzioni erogate in base agli ettari di produzione, con la conseguenza di una distribuzione non equa degli aiuti, poiché il 20% dei produttori riceve l'80% delle sovvenzioni della PAC. Ci siamo opposti a compromessi che impedivano ai singoli stati membri di introdurre una condizionalità ambientale più ambiziosa per i sussidi PAC, ponendo al contempo un tetto ai finanziamenti di natura ambientale e agli eco-schemi, relegando cosí le misure autenticamente green a mero contorno. Abbiamo, inoltre, condotto una dura battaglia per chiudere definitivamente i rubinetti dei finanziamenti pubblici agli allevamenti intensivi, opponendoci a compromessi che mantenevano una porta aperta a questa possibilità.
La riforma della PAC, avrebbe potuto essere un momento decisivo per accompagnare il settore agricolo verso una riconversione ecologica più che mai necessaria, fermare qualsiasi finanziamento pubblico agli allevamenti intensivi e cambiare una logica di allocazione dei sussidi che favorisce le grandi aziende, contribuendo alla decimazione dei piccoli agricoltori in Europa.
E invece le cose sono andate diversamente.
Abbiamo perso un’occasione importante per fare della Politica Agricola Comune uno strumento della transizione ecologica e ci rammarichiamo che il parlamento europeo abbia contribuito a questo risultato.

The CAP reform is mere greenwashing. We distance ourselves from the disastrous deal of EPP-S&D-RENEW.
The European Parliament showed its true colours with the vote on the reform of the Common Agricultural Policy (CAP), which we fear, has turned into a mere greenwashing operation.
The unambitious compromises by the major political groups (EPP, S&D, and RENEW) strongly undermine the possibility that the new CAP can contribute positively to the protection of the climate, environment, nature, and the social obligations that Europe has agreed upon in the European Green Deal. A point made by Agriculture Commissioner Wojciechowski himself.
Furthermore, the process of drafting the compromises and voting during this plenary was handled in an opaque manner with serious and insufferable pressure; on a vote that will impact the lives of millions of citizens and that is worth about one-third of the EU budget.
We oppose these unambitious compromises negotiated by EPP S&D and RENEW.
We have refused to support a weak and watered-down text, which maintains many of the distortions of the current CAP, such ashectare-based subsidies , resulting in an unequal distribution of aid, as 20% of producers receive 80% of the CAP subsidies. We opposed compromises that prevent individual member states from introducing more ambitious environmental standards for CAP subsidies whilst putting a limit on environmental funding and eco-schemes. Relegating genuinely green measures to a mere afterthought. We also waged a tough battle to permanently shut down the taps of public funding for intensive farming, opposing compromises that kept the door open to this possibility.
The reform of CAP could have been a decisive moment to accompany the agricultural sector towards an ecological transition that is more necessary now than ever. It could have been an opportunity to stop any public funding for intensive farming and change the logic behind the allocation of subsidies, which currently favours large companies, contributing to the decimation of small farmers in Europe.
But things went differently.
The European Parliament missed an important opportunity to make the Common Agricultural Policy an instrument of ecological transition. And we deeply regret this outcome.
